This hat is styled after the hats worn in the Devo
video of the song "Whip It". The shape is a stepped
cone with a neon tube mounted to each of the steps.
The hat has two modes: flashing all tubes on and off
and all tubes on constantly. It is powered by a battery
pack that is worn as a belt. 8 "C" batteries are required.
